Colonel Michael A. Turner

Colonel Michael A. Turner

Superintendent of the Missouri State Highway Patrol. Governor Mike Kehoe appointed Michael A. Turner the 25th superintendent on December 26, 2024, and the Missouri Senate confirmed his appointment on January 30, 2025.

Turner was appointed to the Patrol on January 1, 1996, as a member of the 71st Recruit Class. On graduating from the Patrol's Law Enforcement Academy he was assigned to Troop F, Zone 5, Camden County. He was promoted to corporal and designated assistant supervisor of Zone 8, Callaway County, on April 1, 2001, and transferred to Zone 5, Camden and Miller counties, on February 28, 2004. On April 29, 2007, he was promoted to sergeant and designated zone supervisor of Zone 6, Moniteau and Morgan counties. Turner served as Troop F SWAT team leader from 2004 to 2011 and founded the Central Missouri Tactical Officers Association. He was promoted to lieutenant on November 1, 2011, and assigned to Troop F Headquarters. On March 1, 2015, he was promoted to captain and designated commanding officer of Troop F, Jefferson City. On April 1, 2019, he was promoted to major and named commander of the Support Services Bureau. On March 1, 2022, he was named commander of the Field Operations Bureau, with direct oversight of all nine troops, the Aircraft Division, and the Water Patrol Division.

Colonel Turner was born in Texas and grew up in Kansas City, Missouri. He graduated from North Kansas City High School in 1992, earned an Associate of Arts from Metropolitan Community College in 1994, and a Bachelor of Arts in criminal justice from Columbia College in 2000. He is a graduate of the St. Louis University Law Enforcement Leadership and Organizational Change program and the Missouri Police Chiefs Association Command College, and completed Police Leadership: The West Point Model Executive Level Course and the Missouri Chamber of Commerce and Industry's Leadership Missouri program. He is a recipient of the David Steward Academic and Leadership Award and the Patrol's Valor Award. In 2017 he earned a Master of Arts in sociology and criminal justice from Lincoln University. Colonel Turner and his wife, Stacy (Hodges), have two children, Evan and Elizabeth, and a grandson, Rowan.

Assistant superintendent and bureau commanders

Lieutenant Colonel Wallace V. Ahrens

Lt. Colonel Wallace V. Ahrens

Assistant superintendent. In addition to acting in the superintendent's absence and at his request, Lt. Colonel Ahrens has direct oversight of the Professional Standards Division, Public Information and Education Division, Patrol Legal Counsel, and Chief of Staff.

Ahrens was appointed to the Patrol on October 20, 2002, as a member of the 80th Recruit Class, and was assigned to Troop F, Zone 4, Audrain County. He was promoted to corporal on October 21, 2007, and designated assistant zone supervisor of Troop F, Zone 4. On May 2, 2010, he was promoted to sergeant and designated zone supervisor of Troop F, Zone 15, Callaway County. He was promoted to lieutenant on April 1, 2015, and assigned to Troop F Headquarters, where he served as a district lieutenant and SWAT team commander, with over 15 years of combined experience on the Troop F SWAT team. On February 1, 2019, at his request, he transitioned to master sergeant and supervised Troop F, Zone 14, commercial vehicle enforcement operations. He was promoted to lieutenant colonel on September 1, 2025, and designated assistant superintendent.

Lt. Colonel Ahrens was born in California and grew up in Columbia, Missouri. He graduated from David H. Hickman High School in 1994 and earned a Bachelor of Arts in criminal justice administration from Columbia College in 2001. In 1996 he enlisted in the Missouri Army National Guard, attending basic combat training and military police school at Fort McClellan, Alabama. He continues to serve with more than 24 years of total service and was previously deployed in support of Operation Inherent Resolve. He completed the IACP Leadership in Police Organizations course in 2015. Lt. Colonel Ahrens and his wife, Brandy (Warn), have one child, Emma.

Major Justin L. McCullough

Major Justin L. McCullough

Commander of the Field Operations Bureau, with direct oversight of all nine troops, the Aircraft Division, and the Water Patrol Division.

McCullough was appointed to the Patrol on January 16, 2001, as a member of the 78th Recruit Class, and was assigned to Troop I, Crawford County. In January 2007 he was promoted to corporal and designated assistant zone supervisor of Dent County. In October 2007 he began working as a commercial vehicle enforcement trooper, in both the Troop C and Troop I areas. He was promoted to sergeant in 2009 and designated supervisor of Troop I's commercial vehicle enforcement operations. He was promoted to lieutenant and transferred to Troop F Headquarters effective December 1, 2013. On July 1, 2018, he transferred to the Executive Services Bureau at General Headquarters, where he served as the Patrol's governmental affairs liaison. In October 2020 he was promoted to captain and designated commanding officer of Troop D, Springfield. In July 2022 he transferred to the Field Operations Bureau as assistant bureau commander, and on March 1, 2025, was promoted to major and designated bureau commander.

Major McCullough was born in Cape Girardeau, Missouri, and graduated from Jackson High School. In May 2000 he graduated from Southeast Missouri State University with a Bachelor of Science in criminal justice. He completed the IACP Leadership in Police Organizations course in 2013. Major McCullough and his wife, Stacy, have three children: Evan, Owen, and Olivia.

Major Steven V. Wilhoit

Major Steven V. Wilhoit

Commander of the Criminal Investigation Bureau, with oversight of the Crime Laboratory Division, Division of Drug and Crime Control, Gaming Division, and the Missouri Information Analysis Center.

Wilhoit was appointed to the Patrol on July 1, 1996, as a member of the 72nd Recruit Class. Upon graduating from the Patrol's Law Enforcement Academy in Jefferson City, he was assigned to Troop B, Zone 3, Linn and Chariton counties. On June 1, 1999, he transferred to Zone 2, Macon, MO. He was promoted to corporal and designated assistant zone supervisor of Zone 3, Linn and Chariton counties on March 9, 2003. Wilhoit also served as assistant zone supervisor in Zone 2. On December 1, 2005, he transferred to the Division of Drug and Crime Control, Troop B Unit, Macon. He was promoted to sergeant on June 1, 2008, and remained in that assignment. On July 1, 2014, Wilhoit was promoted to lieutenant and assigned to the Division of Drug and Crime Control, General Headquarters, Jefferson City. Wilhoit was promoted to the rank of captain and named commanding officer of Troop A, Lee's Summit, MO on March 1, 2021. He was promoted to major and designated commander of the Executive Services Bureau on January 1, 2026.

Major Wilhoit was born in Shelbina, MO. He graduated from South Shelby High School, Shelbina, MO, in 1987. In 1991, he graduated from Central Missouri State University, in Warrensburg, MO, with a Bachelor of Science in criminal justice. Major Wilhoit and his wife, Shayla, have five children.

Major Kirk A. Davis

Major Kirk A. Davis

Commander of the Administrative Services Bureau, with direct oversight of the Human Resources, Recruiting and Community Outreach, and Training divisions.

Davis was appointed to the Patrol on August 1, 1993, as a member of the 66th Recruit Class, and was assigned to Troop C, Zone 12, Jefferson County. In September 1997 he attended the Drug Enforcement Administration's Basic Agent Training Academy at the FBI Academy in Quantico, Virginia, and served as a DEA agent until returning to the Patrol on May 15, 1999, when he was assigned to Troop F, Zone 5, Camden County. He transferred to Troop F, Zone 2, Cole County in December 1999 and became an instructor in the Training Division in 2002, being promoted to corporal in 2003 and sergeant in 2005. He was promoted to lieutenant on June 1, 2017, as assistant director of the Training Division, and transferred to the Professional Standards Division on January 1, 2018. On August 1, 2020, he was promoted to captain and designated director of the Professional Standards Division. He was promoted to major and designated commander of the Administrative Services Bureau on February 1, 2026.

Major Davis grew up in Loveland, Colorado, and graduated from Loveland High School in 1988. In December 1992 he graduated from the University of Missouri-Columbia with a Bachelor of Arts in sociology and a minor in Spanish, and earned a Master of Science in criminal justice administration from the University of Central Missouri in May 2002. Major Davis and his wife, Angela D. (Findley), have two children, Katie and Brian.

Major Christopher S. Jolly

Major Christopher S. Jolly

Commander of the Technical Services Bureau, with oversight of the Criminal Justice Information Services Division, Cybersecurity and Technology Division, and Communications Division. Major Jolly also serves as the FBI's CJIS systems officer for Missouri.

Jolly was appointed to the Patrol on February 1, 1998, as a member of the 75th Recruit Class, and was assigned to Troop A, Zone 11, Cass County. He was promoted to corporal on June 29, 2003, and designated assistant zone supervisor of Zone 6, Jackson County. He transferred to the Gaming Division on November 25, 2007, and was promoted to sergeant on October 1, 2009. On September 1, 2012, he was promoted to lieutenant and assigned to the Professional Standards Division. He was promoted to captain and designated director of the Gaming Division on March 1, 2015, then director of the Criminal Justice Information Services Division from January 1, 2017. On November 1, 2021, he was named director of the Missouri Information Analysis Center, and on December 1, 2022, was promoted to major and designated commander of the Technical Services Bureau.

Major Jolly grew up in Monett, Missouri, and graduated from Monett High School in 1990. He graduated with a Bachelor of Science in sociology from Missouri State University in 1995 and completed Police Leadership: The West Point Model executive course in 2019. He graduated from the 290th Session of the FBI National Academy in June 2024.

Major Jason N. Crites

Major Jason N. Crites

Commander of the Executive Services Bureau, with direct oversight of the Budget and Procurement, Governor's Security, Research and Development, and Patrol Records divisions.

Crites joined the Patrol as a member of the 75th Recruit Class on February 1, 1998. Upon graduating from the Patrol's Law Enforcement Academy, he was assigned to Troop F, Zone 7, Howard and Cooper counties. Crites transferred to Troop E, Zone 9, New Madrid and Pemiscot counties, in February 2001. He transferred to Zone 8, New Madrid and Pemiscot counties, in September 2003. Crites was promoted to corporal and designated assistant zone supervisor of Troop E, Zone 8, in August 2009. He remained in this zone after being promoted to sergeant and designated zone supervisor in December 2012. In February 2015, Crites was promoted to lieutenant and assigned to Troop F Headquarters, Jefferson City. He was promoted to captain and designated director of the Research and Development Division, General Headquarters, Jefferson City, in January 2020. In September 2022, Crites transferred and was named the commanding officer of Troop F. He was promoted to major and designated commander of the Executive Services Bureau on September 1, 2026.

Major Crites grew up in Portageville, MO, where he graduated from Portageville High School in 1992. He earned an Associate of Science from Mineral Area College in Park Hills, MO, in 1998. Major Crites attended Leadership in Police Organizations Training in February 2015. He graduated from the Northwestern School of Police Staff and Command in May 2019. Major Crites and his wife, Shannon, have three children.

Major Benjamin C. Jones

Major Benjamin C. Jones

Commander of the Support Services Bureau, with direct oversight of the Commercial Vehicle Enforcement, Driver and Vehicle Safety, Fleet and Facilities, and Recruiting and Community Outreach divisions.

Jones was appointed to the Patrol on January 16, 2001, as a member of the 78th Recruit Class, and was assigned to Troop E, Zones 8 and 9, New Madrid and Pemiscot counties. On October 24, 2007, he transferred to Troop E, Zone 14, as a commercial vehicle enforcement trooper. He was promoted to corporal on October 1, 2010, and sergeant on September 1, 2014, remaining in that role. On October 1, 2016, he was promoted to lieutenant and transferred to the Career Recruitment Division as assistant director. In July 2018 he was promoted to captain and designated director. Effective April 1, 2019, the Career Recruitment Division and the Office of Community Engagement and Outreach merged, and he was designated community outreach officer and director of the new Recruiting and Community Outreach Division. On July 1, 2022, he was promoted to major and named commander of the Support Services Bureau.

Major Jones grew up in Clarkton, Missouri, where he graduated from high school in 1991. He attended Southeast Missouri State University. In 2016 he graduated from Police Leadership: The West Point Model training, and in 2017 from the Northwestern University School of Police Staff and Command as a member of Class 419. Major Jones and his wife, Selene (Torres), have two children, Brianna and Benjamin.
