The Noncriminal Justice Training and Auditing Unit (NCJTAU) ensures Missouri agencies with access to criminal history record information (CHRI) for noncriminal justice purposes remain in compliance with all applicable state and federal laws, as well as relevant policies.  These agencies are referred to as Qualified Entities, which include state agencies and public school districts that receive CHRI for employment and licensure purposes. 

In addition, the unit administers the Missouri Volunteer and Employee Criminal History Service (MOVECHS) Program, which authorizes entities that serve vulnerable populations—such as children, the elderly, and individuals with disabilities—to access state and FBI criminal history information for employment and volunteer screening purposes.  

In Missouri, the state fingerprint services vendor is largely utilized by these agencies for the fingerprint submissions necessary for the background screenings; the NCJTAU manages this state contract.
