Timely Cooperation and Your Participation Is Crucial

Blue Alerts rapidly share information about violent offenders who have killed, seriously injured, or pose an imminent and credible threat to law enforcement.

What Is Blue Alert?

Blue Alerts provide for rapid dissemination of information to law enforcement agencies, media, and the public about violent offenders who have killed, seriously injured, or pose an imminent and credible threat to law enforcement. Blue Alerts can be transmitted via wireless devices and through the Emergency Alert System.

Why Was Blue Alert Created?

The National Blue Alert Act was created in response to the ambush attack of New York City police officers Rafael Ramos and Wenjian Liu, who were killed on December 20, 2014. In 2015, Congress passed the Rafael Ramos and Wenjian Liu National Blue Alert Act. In 2016, the Community Oriented Policing Services Office was asked to implement the Blue Alert Act and establish a National Blue Alert Network.

Blue Alert Criteria

• A law enforcement officer is killed or seriously injured in the line of duty; or

• An officer is missing in connection with official duties; or

• There is an imminent and credible threat to kill or seriously injure a law enforcement officer; and

• There is actionable information known about a suspect; and

• The law enforcement agency involved requests or approves the alert being issued.

Blue Alert Activation Process

• An officer determines if an incident meets the criteria.

• Fill out the request form in MULES 5 or the paper form from moalerts.mo.gov and email to moalert18@mshp.dps.mo.gov or fax (573) 751-8814.

• Contact Troop F Headquarters at (573) 751-1000 to verify receipt.

• Ensure dispatchers are prepared to handle phone calls.

Once the Alert Is Activated

• All Missouri law enforcement agencies are notified through a MIAC email alert.

• Broadcasters and media are notified.

• The public receives a Wireless Emergency Alert (WEA) on their cell phone.

• Missouri Department of Transportation activates message signs, if practicable.

The Missouri Plan

Missouri entered the National Blue Alert Network in 2017. The Rafael Ramos and Wenjian Liu National Blue Alert Act established a voluntary nationwide system to give police an early warning of threats and aid in the apprehension of suspects.
