What Is an Endangered Person Advisory?
An Endangered Person Advisory (EPA) is designed to rapidly disseminate information about missing and endangered persons. The Missouri State Highway Patrol works with law enforcement agencies across the state to activate EPAs when criteria are met.
Unlike AMBER Alerts which are specifically for abducted children, Endangered Person Advisories cover a broader range of missing persons situations including adults and children who may be in danger due to age, health, mental condition, or other circumstances.
Types of Alerts
• AMBER Alert: For abducted children under 18 where the child is believed to be in imminent danger of serious bodily harm or death.
• Endangered Person Advisory: For missing persons who may be endangered due to age, health, mental condition, or circumstances of disappearance.
• Endangered Silver Advisory: Specifically for missing adults aged 60 and older or those with cognitive impairments.
• Blue Alert: For situations involving violence against law enforcement officers.
Endangered Person Advisory Criteria
For an EPA to be activated, the following criteria must be met:
• A person of any age is missing.
• There is a reasonable belief the person is endangered.
• There is sufficient descriptive information available to believe a broadcast will help locate the person.
• The requesting law enforcement agency recommends the activation.
Activation Process
• An investigating law enforcement agency determines a person is missing and endangered.
• The agency submits an activation request to the Missouri State Highway Patrol.
• MSHP reviews the request and activates the advisory if criteria are met.
• The advisory is distributed to law enforcement, media, and the public.
How the Public Is Notified
• Missouri law enforcement agencies are notified through MIAC.
• Broadcasters and media outlets are notified.
• Missouri Department of Transportation may activate electronic message signs.
• Missouri Lottery may display information on lottery terminals.
• Information is posted on the MO Alerts website.
